can i have an optical shop in r3 zoning in tucson ar pima county if the business and space is owned by an opthalmoligist and i would be taking care of the patients with eyeglasses and ocontact lenses i feel that i am getting the runaroung please answer the cut and dry question

this is the 3rd time......
i wnat to open an optical shop in an r3 zoning in tucson az pima county. the building is part of a large office with eye doctors in it medical offfices. the optical shop will be taking care of the patience that the doctors see. the space hase been an optical sop for the last 40 years.except the last 2 years it has been vacant. is it ok to restart the optical shop and have that space? i don't know how to make it and simpiliar
