I own the condo in Beverly Hills since the year of

I own the condo in Beverly Hills since the year of 2000.Unit is located on fifth floor and has an amazing few as well as privacy which is going to be affected by new construction next to our building.The old 2 stories house will be replaced by new 4 stories condominimum wich will block the view from my 5 windows and affect our privacy. When we bought our condo the zoning regulations limited new construction up to the 3 stories so we were sure nothing can affect our property.The zoning regulation was changed in 2004. We paid a hight price for our condo based on the view and privacy even at that time we could choose a similar one with a better improvements and location for the same price. Now my question is if we are entitle to be compensated for the change in our property value adn if yeas to whom it may be addressed.
