As I indicated above, the airlines are responsible for setting their own fees for charges they want to pass on to the customer.
Some companies do this directly, like Ryanair, EasyJet etc. They charge for every service you use. Others like BA charge more per ticket, but give more per ticker, like 2 bags at 20kgs etc.
The government does control aspects of the airline industry,like customer service complaints, safety etc. They generally don't police charges, provided the charges are clear and not misleading. The market place will determine if the charges will stand.
At no time can I find, nor have I heard of unlimited baggage on any plane. This would erode their largest form of revenue which is cargo. The prices are established by company policies not by legislation.
Some airlines give a break for sporting goods or baby prams. Others don't. It is AIRLINE specific. They also have the liberty of changing their policy when needed, provided it is not a material change of the contract to existing ticket holders.
All major airlines charge for anything over 2 bags per person. The no frills charge for every bag. The big airlines not only charge a premium for over the 2 bag limit, BUT ALSO by weight. I got nailed out of Dublin for 400 euros because of books I had. that was BA flight.
