i pay support payments,i have not paid since i worked last ...

i pay support payments,i have not paid since i worked last in 2002,of course the money adds up each month,is it realistic to have my arrears from then wiped out,if so how do i go about doing this,and since i have no income at this time can i get legal rep for this at no cost.
