What is the statute of limitation on filing ...

What is the statute of limitation on filing charges for fraud and embezzlement including mail and bank fraud done by a volunteer in non profit 501c3 corporation? When does it cease to be a felony that can be procecuted?

In Texas the statute of limitations for fraud or embezzlement is 4 years.

4 years from time the act was committed, unless it was not know by the person with right to press charges, then 4 years from time a reasonable person would have known they had a right to sue.

I have looked in a texas law book, but I don't find where it states if the offense can still be prosecuted. Where does it state that the statute of limitations for theft is 4 years, and it can be from the time of discovery,Not the time/date committed. I apprecite your help.
