I HAVE AN EX PARTE ORDER WHICH STATES, "IT IS ORDERED THAT THE LICENSE TO CARRY A CONCEALED HANDGUN THAT WAS ISSUED TO RESPONDENT, BRIAN DRAKSLER, UNDER SECTION 411.177 OF THE TEXAS GOVERNMENT CODE IS SUSPENDED."

My guestion is, does this mean he indeed did have a concealed license?

It certainly suggests very strongly that a permit or license was previously issued by the State of Texas to Mr. Draksler. The order is NOT conclusive proof nor would it serve as a license, but it again in the strongest terms implies that Brian had that license before or present has the license but it is suspended

The problem with a conclusive yes or no is the fact that the order clearly indicates that the Court beleives that Mr. Draksler has a concealed weapon license and therefore suspended it, however, the only party that would truly know for sure would be the state licensing agency. It would be strange for a court to suspend a license or permit that doesn't exist in this manner. Such a suspension would be worded "suspend any existing licenses or the right to apply for such licenses." The Court's language again is strong confirmation that he held that license, but the Court wouldn't have jurisdiction to grant the license and therefore it would be impossible to ever conclude, beyond a shadow of a doubt from this order, that he did or did not have the license.
