Arkansas does not currently allow small claims lawsuits against individuals out of state. Arkansas claims must be filed in the county of residence for the defendant or the county in which the actions in question were to have taken place.

Therefore, it would seem that your best bet would be to file in the small claims court of the Florida county in which the travel company is located.

If you know in which city the travel company is located I can direct you to the proper small claims court and procedures.

Yes, you can file the claim against the travel company.

Coral Springs is in Broward County Florida. Therefore, the Broward County courts would be where you'd need to file the claim.

Information on filing in small claims court in Broward County can be found here:

You may also consider contacting the Broward County Clerk of Courts at (954) 831-6565. This way you can speak to an actual court official who can explain the procedure for filing in the courts and detail any fees or other procedures that would apply to your specific case.
