how do i write a good defence statement to small claims court

I have been accused of not paying a tv licence. I now have evidence of that licence but the judge is saying that i cannot set the costs of the licence against costs. Why if i am innocent do i pay costs - there is a hearing and I need to know how to argue my case. I have the tv licence data now and am going to send it to the court. What should I say? The claimant is saying I have been libelous but she has not attended court with me and I have not been so how to i overcome that? surely I am innocent if i have evidence of having the licence? Am I missingsomething?
