What is the difference from a Zone C-4 and C-4 Commercial? Also what does reduced fromt setback mean?

I live in Lubbock, Texas. We live in a relatively young neighborhood and have an unplatted vacant lot behind our block which fonts onto a main street. The lot in question has been divided in two parts and has been sold. 1/2 is to a church and the other is to a retail laundry and dry cleaners. The part in question is for the part for the cleaners. They are requesting zoning change to C-4 Specific Use. Neighbors concern is we do not want a "commercial processing facility", we do not mind a neighborhood cleaners but don't want the area to turn industrial and have no idea how to stop the approval change by city council. thank you in advance for your assistance

This charge was made prior to services being rendered! I think that most unfair! When I asked an additional question I was asked to make another payment.
