Can the owner of an assisted living facility get a restraing order against a visitor when said visitor has been invited by residents in the facility and if so on what grounds?

Already Tried:
Have contacted the State Elder Affairs Ombudsman and have been told the owners do not have the right to deny visitation to any resident under state and federal law.
