Can the person who had a restraining order placed

Can the person who had a restraining order placed on they're spouse contact that spouse themselves, or through others ? ie:Mother in law, friends, etc.    in other words...A restraining order meens: No contact, no phone calls, no e-mail, no visiting, etc. Does this apply to both parties ? the one who places the restraining order as well as the one the order is against ?

What I need is a case history where it states "so and so" VS "so an so", to prove to the court that a case has been won showing the person who placed the restaining order was held in Contempt of Court for violating said order.
