Is a new utility easement required land with a blanket easement is developed and platted

Here is an article on the new Missouri law about blanket utility easements. After 12/31/06, blanket utility easements are not allowed in Missouri: www.downtownstl.org/docs/EminentDomainLegal%20Review.PPT.

My interpretation is that a new utility easement would be required. The article also mentions an ombudsperson whose job is to resolve disputes regarding easements. That person would be a good contact person. Because I do not have access to the easement and documents, my answer is general.
