Is their a way I could buy a car without a driver's license? All I have is a NY state permit, but I'm currently stationed in Iraq, and the station I return to is in Hawai'i. Or is their a way that I could fill out for the paperwork for a license over here and when I go on leave (back home to NY) I could take the test?

You do not need a license to purchase a vehicle, only drive it off the lot. Of course to enter into a contract you must be of the age of majority which is 18. The process explained to receive your license is that since you already have your NYS permit the next step is to take a DMV course or DMV approved course. You need to do this before you can apply for your road test. Then you would be able to take your road test and receive your license. Also, you can make an appointment for a road test online or by phone,
