Most land use laws of that nature deal with setbacks which dictates how close to the property line a building can be put. My advice would be to call the local zoning or land use board and see if setbacks apply to plants just as they do buildings.
I honestly don't think it would as long as what you are planting on your property does not obstruct someone's view as a danger or other type of nuisance; but there is always the possibility that the area or subdivision in which you live has certain land use restrictions. If it is in a subdivision you can go to the courthouse and look at the recorded covenants that apply to the subdivision and see if what you wish to do violates those in any way.
If you propose to plant them directly on the property line like a fence then you need to make sure that the land has been properly surveyed and that you and your neighbor are in agreement as to where the property line is.
