In the state of Connecticut, is the landlord obligated to pay double the security deposit if he refuses to return the security deposit to the tenant, and if the tenant wins a small claims suit against the landlord?

Already Tried:
asking a real estate agent and he didn't know the answer. A Massachusetts once told me that the landlord in CT is liable for double the amount of the security deposit. In MA the amount is tripled.

Hi Kitty -

Double? I thought it was triple ! But double sounds good, maybe I had MA and CT confused. Yes. And that Sec Deposit should have been placed in an interest bearing escrow account and the tenant should have recieved notice of where that money was being invested and the sec deposit and the interest is the basis for calculating the double amount due.

Is this still true if the tenant and landlord agreed that the landlord would retain part of the security deposit for 12 days rent of the last month the tenant occupied the premises?
