Submit to a DNA test for Paternity

If a woman has a child out of wedlock and a father is listed on the birth certificate and that child has the father's last name, can she claim that someone else is now the father 13 years later and make him submit to a paternity test. This woman lives in the state of Connecticut.

Does the fact that another man is on the birth certificate establish him as the father? Also does the fact that the child has his name mean anything.

In addition, is there a time limitation on when she can take action, as this birth occurred 13 years ago?

Thank you for your prompt response. If a may ask for clarifiaction one more time, if the father on the birth certificate is legally responsible for the child, can the mother bring any action against another man for the paternity of that child?

As long as the father is on the birth certificate, then no, she can not come after the other man.
