US citizenship Question..Help!!

I am a permanant resident and had applied for US citizenship. I got my finger printing done and also gave my test. The only thing that was left was a call from the naturalization office for an oath. But I don't know what happened its been more than year now that I haven't received any response. I enquired about it and found out the case was closed (no specific reasons). But now I am thinking to re-apply. So do I have to pay the application fees again?? I guess only people whose application had been rejected has to pay but I am not sure about my case. What should I do now??

Reply to Lev's Post: I don't know. While applying I always gave my parent's home address since I traveld a lot. But mid december of 2005 my parents bought a new house again and moved out. I had my forwarding address and everything but I don't know. Can the mail get lost or something? I just have a slight doubt its because of my change in addresses.
But then I did my finger printing arround Feb 16th 05 and all the tests were done by Feb it shouldn't have taken months to get a call/mail for an oath.
But I don't know what exactly happened we even went to an immigration office. they asked us to send all the doc. to a person. We did as adviced (3 times)but still haven't heard anything back.
Anyways, I want to apply again, and all I want to know if I have to pay the fees again or not.
Too much headache already.
