My disabled friend has lived in a rent control apartment in ...

My disabled friend has lived in a rent control apartment in Culver City, California for 15 years. The son took over running the building for his elderly mother and has given my friend until July 15th to move out. She has three dogs and he has said that he is not evicting her, but her dogs. She had a lease for the first year but the landlord never asked my friend to sign one subsequently. The landlord has always known that several tenants have dogs but it has never been a problem for all these years. Also, her rent is substantially lower than the going rate because it is rent controlled and she has lived there for so many years. What are her legal rights? Can she be evicted by the son? Is there a problem with her having dogs? How much time does she have to find another place and what compensation is there for her? Please help me to help her.

In 1995, the California Legislature passed and the Governor signed the Costa-Hawkins Rental Housing Act. This law sets forth limitations and guidelines for local rent control laws

A number of California cities have a rent control ordinance that regulates rental housing within the city limits. Rent control regulations generally regulate the allowable amount of rent increases, stipulate when an increase can be instituted, and mandate "just cause" evictions. Having looked at the Culver City website, I see that Section 8 is available, but there is no rent control.

The issue that I see is that you friend has no lease, which means the landlord can give thirty days notice to vacate the premises.
