Is this not double Jeopardy

My ex husband has been abusive and the courts have allowed him to see the kids although he was convicted of the beating of my daughter. I made the mistake of moving to make more money to better our lives. My ex has been harassing us though the courts since October, he filed contempt charges against me and we had the hearing on this back couple months ago, the judge ruled in my favor, then my ex was angry and threatened the judges life, I have it recorded. Nothing was done to my ex for this. We were court ordered to get a mediator, my ex refused. At the end of last month, that judge in the case quit, and we had a conference about about the court ordered mediation, and the new judge said that the mediation wouldn't work in this case. So now we have another hearing set and my ex wants the contempt of court hearing reopened... Can he do this, even after the other judge ruled against him?
