I am the current tenant of a one bedroomed flat.Last year i had a younger brother come live with me.During my absence my home was visited by a tv licencing inspector.It was learnt that my home was not covered by a tv licence and the inspector and my brother set up payment arrangements for one.However,my brother failed to keep to this arrangement and as such was eventually summoned to court.He failed to attend court and was subsequently fined £239-00 in absentia.He also failed to pay the fine.He has since relocated to South Africa.Two weeks ago i was visited by two bailiffs who demanded from me payment in full or face having my goods attached and auctioned off.I explained to them that i was not the person who had been fined.I also explained that i'm currently recieving state benefits and that i was unable to pay the amount in full.I told them that half the property in my home did not belong to me,it was the property of the landlord.They insisted that they had the right to attach any goods in my apartment irrespective of who it belongs to because it was my apartment which was found to have had no tv licence.My question is this.Do the bailiffs have the right to attach property that is not mine,and also,am i liable to pay the fine although i am not the person who was initially summoned to court?What are my legal rights?
