It is illegal to possess drugs that are either illegal in any circumstances, or drugs requiring a prescription for which you lack one. This possession is a violation of both state and federal laws. It is irrelevant whether a law enforcement officer sold the drugs to the person, unless that officer entrapped the person by convincing him/her to buy drugs that he/she had no previous intent to buy.

As it applies to this situation, if the person can show that he/she had no intention of buying illegal drugs, but the officer convinced him/her to do so, that would be entrapment. If the person was looking to buy or simply asked by an officer, that is not entrapment. The person would have to be able to show in court that he/she had no intention of buying illegal drugs and that he/she was induced into doing so by the officer.
