A properly established club or civic group typically has a constitution, articles of incorporation, statement or organization, or similar, and bylaws. You should obtain copies of these, and review them for the proper procedures for holding meetings, establishing a quorum, proposing motions, and voting.

Most organizations follow Roberts Rules of Order as the rules for conducting meetings. One or more of the above documents should state so, and which edition. You should get a copy for yourself, and be prepared to apply the rules so as to conduct the meetings and votes per the proper procedures.

Reply to Michael Kielsky's Post: The by-laws or corporate papers do not mention
followiung Roberts rules of order? That's why I was wondering if we need to follow it even though there is no mention of it. We did have a quorom of the membership.

Even if there is no mention of the rules to be followed, there is an understanding that some procedural rules apply, and should be followed.

If it is not mentioned in the bylaws or constitution, make it an issue and make a motion that the organization should follow some set of rules, such as Roberts.
