RULES TO WALKING

do people have to walk against traffic or with trafic when there isn’t a side walk. A FRIEND OF MINE ASKED ME THE OTHER DAY IF THERE WAS RULES TO PEOPLE WALKING DOWN THE STREET . AND HE SAID HE HEARD THAT THERE ARE RULES THAT SAY YOU HAVE TO WALK WITH TRAFFIC WHEN WALKING DOWN A ROAD WITH NO SIDEWALK. WELL I DON'T AGREE WITH HIM. SO I AM HOPING YOU CAN ANSWER MY QUESTION
