Is there any laws or ordinances that state what time a person between the ages 13-18 can be out in Knoxville, Tn. I have heard that you must be off the streets if you fall between these ages.m Is this true, or even legal to enforce?

Most towns have curfew laws for minors...and it is enforcable. It is up to the police department, city council, etc. on how stricktly these types of laws are enforced. If there is a problem in town for one reason or another...the curfew will be enforced more often.

In Knoxville, TN...I found the site below that talks about a curfew for minors....and has an email address where you can inquire to exactly what the times are if you like...but as I said and according to the site, Knoxville is trying to cut down on crimes against minors by limiting their time on the streets or "curfew".
