Does car insurance follow the person or the car?

Licensed 19 year old driving parents car. 19 year does not own car and has no car insurance. Parents do have insurance for the car. 19 year old living with parents. If something were to happen while driving parent's car, would the accident be covered?

If the 19 year old is considered part of the parent's family, their policy likely provides coverage for him to drive the car unless he was specifically excluded from driving the car and so long as he had their permission to take the car.
