My husband had an hearing in removal proceedings today. The judge said that he only qualified for the 240, what does it means??

Already Tried:
my lawyer asked for many perdons but the judge said since my husband recieved residence in 1997 and commit domestic violence in 1999, he can not apply for any perdon. He was involved in domestic violence in 1995 too, before he got the residence. He became a US resident in 1997.
