Dear Customer (name blocked for privacy) - If this is a parking lot that is open to the public then the police have a right to be there. If they are giving tickets it would be up to the person or person who receive the tickets to fight it in court since you would not have standing to challenge the ticket.

Many cities have various ordinances regarding this so you may want to check with your local city council to see if there is some special law regarding this practice. I do know that in many jurisdiction the police are permitted to give traffic citations on private property that is open to the public. If this is your private driveway that is different.
