How do I find out who a post office box is registered to?

I believe I was scammed by someone using a false ID....however I did send correspondence to them through a P.O. Box. Do I have a right to access who the P.O. box belongs to....and if so, how do I do it?

In addition...funds were sent to a bank account which I believe was also created using a false ID.

Anything I can do about that? More than anything, I want to expose this person to the authorities but they're not interested in helping....lazy, basically. They want all the leg work done for them.

For the bank to get involved you would need to file a complaint with them to conduct an investigation. The police will not help as they need evidence. The appropriate agents here are the postal inspector and the bank for you to work with.
