My car was towed by the Harrisburg, PA Police Department.

My car was towed by the Harrisburg, PA Police Department. I understand monies are due to retrieve the car however until I can get the monies together I am in need of some personal information such as social security cards located in the car. The towing company is refusing to give the cards out of the car and also refusing me a written copy of their policy regarding access to the vehicle. After speaking with the Police they advised that it is the towing companies policy once they release the car to them and the company would have a policy in writing. My main concern is the nature of what is in the car and the issues today with identity theft. My question: What legally would be my best option to protect myself from identity theft by this company or any of its associates?
