child welfare agency from Georgia transported a 13 year old girl to stay with her grandmother in RI. Georgia is senting a suppliment check directly for the child. but had RI check out the living facilities of the grandmother. The child is not entitled to any benefits such a food stamps, clothing allowance or anything the state of RI offers there foster children here in RI. Because the child had been molested when she was 5 years old the state of RI is demanding the girl have counceling by the state of RI. Did Georgia have the right to disclose this information to the state of RI? What right does the state of RI have to demand this? Is there a privacy act to protect this child from further abuse?

Already Tried:
RI told me they were going to send the girl back to Georgia and block the grandmothers custody from the state of Georgia if she does't send the girl for counseling.
