how do you file a sexual abuse charge against someone?

this is an incedent that lasted 31/2 yrs, but was 12 years ago. Do I still have a case?

I am sincerely sorry about the experience you had. I would strongly advise you to consider pressing charges against the person that abused you - even though it occurred many years ago, informing the police of your abuse may prevent additional abuses from happening at the hands of this person.

In Kentucky there are NO statute of limitations for felony offenses. This is very unusual - most states have a time limit by which a criminal act must be tried - and works in your favor. Although I don't know whether the crime here would be considered a felony, given the little that you have said it would be very likely.
