in new york state,      is a single family homeowner not responsible if someone falls on the sidewalk in front of the home???

The side walk is within the boundary line of the right of way and not your property.

They have no course of action against you.

Let me add however that if anything from your yard caused the fall it would fall to you. Such as a tree limb or gate.

No, the homeowner is not but the city in which this occured is indeed liable. The homeowner has no control over the condition of city or county maintained property.
