According to the Tennessee Home Inspection Licensing Act of 2005 all home inspectors MUST be licensed effective Jul 1, 2006 - http://tennessee.gov/sos/acts/104/pub/pc0065.pdf

As of Dec 28, 2006, there are no longer any "grandfathering" provisions for home inspection license applicants .
