Do we have an implied easement (view) over a neighobrs yard ...

Do we have an implied easement (view) over a neighobrs yard who for the past 4 years has been willing to maintain our view and knowing that I had paid a premium on the home because of the view he created with the last owner allowing his bushes to be trimmed to fence height...he now feels he no longer wants to trim the bushes and we have lost our view.

No. That would not create an easement and the landowner could always determine to use his land in other ways.
