Absolutly you may. There are laws that govern the placement of temporary porta johns. One of the most important ones is that they may not cause offensive oders that bother nearby residences.
A polite phone call to the porta potty service company should remidy the situation. If you are home when the person comes to service the unit you can ask them to move it to the place you would like it. I have yet to hear of a service parson refusing to move a unit upon request of a neighbor.
If after you try the nice way it still is not moved, and you feel like doing it yourself go for it. There is no law that says you cant. Especially if it is bothering you.
If you are unable to do it yourself then a stern call would be in order at this point. subsiquent refusal would warrent a call to your local code enforcemant officer. That is the last resort and is almost a guarentee of cooperation. They either cooperate or get cited.
The only time you may run into a problem is if the location you would like it moved to is inaccessible to the service route driver. They must be able to reach the unit with their suction hose and other apparatus.
