By granting your neighbor an easement to access their septic system you are allowing them to traverse your property to access it. If in the future you decide to plant something on that easerment your neighbor can remove it to access their septic system. This includes any structures, pools, sheds, etc.
What I recommend is that you have an attournrey who specialises in such things draw up the easement agreement for you. Tell him what you are willing to do to allow your neighbor to access his septic system. Include who will be liable for injuries that may result as a result of said access. If your neighbor was to hire a crew to do work on the septic, and one of them were to be injured then you could be held liable for it.
Additionally the city zoning department may have something to say about the whole thing. It would be a good idea to bring them in on this also. If you do not then the cuity could nullify any agreements that you and your neighbor enter into and possibly impose fines on both parties for not notifying them of the agreement.
