In my research there is no statistical tracking mechanism which is accurate for your question.

The reason is a number are dealt with in small claims that are not published in the same manner

At law a dogs behavior is an extension of the owners,guardians.

If the dog bites without just cause, then there is liability. Regardless of the location.

I will tell you that any dog where it is the second bite probably lost 99% of the time
