A draft decision is a decision that has been made by either an individual or a sub committee in an organization, that is presented to be adopted formally.

For example, if a complaint was made to the FCC or FDA about a particular issue, a sub committee may issue a draft decision to then be reviewed and/or adopted by the commission itself.

Draft decisions can also occur in day to day governments or in the corporate world

A draft decision in the corporate world might be a sub committees review on a change in dental policies. The would review, and then submit a summary with a draft decision on which policy to chose. The executive branch would then be responsible for adopting it or changing it.
