My car was towed and impounded by the City of Palo Alto, CA, on Wednesday, April 30th, for having more than three parking violations outstanding. I understand that this would be legal, except that the title was transfered 'after' these citations were issued; from a Nevada Corporation into my own name. The annual reporting of officers in the corporation (myself for all required positions) hasn't been kept current in the last year or so, but the company has existed, and has been otherwise kept current since it's incorporation 9/5/98.
In effect, this city is holding me as an officer of the company, and driver of the vehicle, personally responsible for corporate debts without going to court. I think because of my VERY distressed personal situation - with documented physical and mental health problems, being out of money, and living in a motorhome parked on the street (which also has several citations against it) - not to mention my being a homeless Vietnam Veteran, Palo Alto has put itself in as great of legal jeopardy as they have put me in physical jeopardy. What do you think? I need immediate action to get my car, filled with my belongings, back!
