can I place another author's white paper or article on my business website to be read by those vieiwing my website, if I identify and the original author?

You need to have an author's permission. Some websites allow to use information for non-commercial purposes. Some materials have copyright sigh, but if there is no sign - it is still protected by copyright law.

I suggest you notify the author about your intend and remove the article if the author object.
