I live in CA and I want to sue an agentcy/official in OR

A public official in Oregon acted maliciouly in issuing fines agaisnt me. Can I sue this person where I live in California, either in small claims or superior court or at all? And, the agency (Oregon State Contractors Board) this person works for denied my right to a hearing. Can I sue this agency as well in California or at all?
