need help single unemployed mother of 5

is it true that a landlord taking over a new property can raise ur rent almost twice the amount because there is work to be done on the property like roofing and electrical,is it the landlords responsibity or the tenants,someone bought this property i am renting and the roof needed fixing and the electrical wiring is not properly working, i informed these people before they bought this property i have been living here for 5 and a half years paying 370 dollars and each year it goes up 10 dollars but now the new people fix the roof and want to raise the rent to 550 dollars because they say they had to use their pocket money to fix it up.
