Can an employer hire a new amployee before firing their current employ

Can a employer place job placement ads and interview people before firing the employee their current staff member? I thought it was illegal with the EDD and labor dept. Please verify. I've looked everywhere eles

1.Employement Contract - No
2.Corporation is ( At Will ) - But never signed the Employee Handbbok - Still have original. "Funny"
3.My last two reviews were out-standing, Note last one was in Oct 2004.
4.I think my manager is doing this do to the fact that I told him that I was not going to do the Nextel (Cellphone) account anymore. I was spending my own personal time at the stores getting new phones or replacing them (without pay)since they have a "D" rating with them.
5.No write-ups, No actions ever taken against me nor complaints.
6. I do so much data entry that right hand feels numb with pain at times, but never complained nor have I had time to see a doctor because they always need me there. FYI *** last year I have spent 193.25 hours of overtime, thats over 24 days in time.

Please advise.
