In the state of california,can you file a Judicial Bias against a judge after the judgement has been made in a civil case?

That document will not be accepted. Since the judgment was already rendered you have the legal right to appeal the case to a higher court for review of the judge's decision. The higher court will see if the judge abuse its discretion or acted in bias and if so, the higher court will remand (send back the case) to the lower court in order to correct it's decision. Note, that an appeal will not necessarily change the judgment, rather it will remand the case to make sure all proper court procedures where used in obtaining the judgment. If you wish to appeal you will need an appellate attorney to work on the case as appealing a case is complex and requires writing a brief on why the case should be appealed.
