Just to keep yourself from getting on the bad side of any DSS workers, call the department and ask when your daughter will be returned to you. Find out what, if anything, is preventing them from returning your daughter. Getting your child yourself without finding out this information could open you up to committing some kind of violation of DSS codes or statutes. They don't seem too concerned about enlightening you on the situation, so you have to take it upon yourself to find out the answers to your questions. One phone call should do the trick.
