If by materially altering the wall he has changed it in a manner that foreseeable would cause damage, then he is responsible for replacing the wall.
At question is the strength, age of the existing wall, and the manner of care which he exercised to put up the fencing.
If talking to the neighbour wont resolve it, then you can go to the court house and file a claim for the replacement (if it is going to cost less then five thousand pounds)
You sont need any legal experience, as the case will be heard in arbitration.
